NOTICE OF LETTING

Sealed proposals for the project described below will be received at the office of the County Engineer until 9:30 A.M. on August 14, 2024. Sealed proposals will be opened and read publicly at the of the County Engineer at 9:30 A.M. on August 14, 2024.

Proposals shall be submitted on form furnished by the Local Agency which may be obtained at the office of the County Engineer and shall be enclosed in an envelope endorsed "County Highway 18 Resurfacing."

The right is reserved to waive technicalities and to reject any or all proposals. The proposed improvement consists of two lifts of Hot-Mix Asphalt with a lift thickness of 1.5". The materials consists of furnish and apply Hot-Mix Asphalt Surface Course.

A proposal guaranty in the proper amount, as specified in BLRS Special Provision for Bidding Requirements and Conditions for Contract Proposals, will be required. Bid Bonds will be allowed as a proposal guaranty. Accompanying this proposal is either a bid bond, if allowed, on Department form BLR 12230 or a proposal guaranty check, complying with the specifications, made payable to: County Treasurer of Lawrence. Failure on the part of the contractor to complete the project within the time specified or to do the work specified herein will be considered just cause to forfeit his surety as provided in Article 108.10 of the Standard Specifications. 

It is determined that the "Prevailing Rate of Wages" will be used for this contract; the following condition will be required:  Not less than the prevailing rate of wages as found by Lawrence County of Department of Labor or determined by a court on review shall be paid to all laborers, workers and mechanics performing work under this contract. The contractor and each subcontractor shall keep an accurate record showing the names and occupations of all laborers, workers and mechanics employed by them on this contract, and also showing the actual hourly wages paid to each of such persons. The submission by the contractor and each subcontractor shall preserve their weekly payroll records for a period of three years from the date of completion of this contract. If Lawrence County revises the prevailing rate of hourly wages to be paid, the revised rate as provided by Lawrence County shall apply to this contract.

Highway Department

The Lawrence County Highway Department is responsible for the construction and maintenance of all the bridges and roads in the Lawrence County Highway System. The system consists of 137 miles of county highways including numerous bridges and culverts, roadside ditches and other highway features.

County Highway maintenance activities include:

  • Pothole Patching                                            
  • Tree and Brush Trimming & Removal
  • Shoulder Repair                                              
  • Ditch Cleaning & Regrading
  • Culvert Repair & Replacement                       
  • Roadside Mowing & Trimming
  • Sign Repair & Replacement                            
  • Snow Removal

In addition, the Lawrence County Highway Department provides technical assistance to the 9 township road districts of Lawrence County in the construction and maintenance of their 539 miles of township highways, numerous bridges and culverts, and other road features.

 

January 15 through April 15 the County Highways will be posted and the 8 Ton Weight Limit will be enforced.  The County Engineer, depending on the weather, may allow over 8 Tons at designated times.  Those times will be listed here:

 

**If you need to go on a Township Road, you will need to check with the respective Township Road Commissioner to see if their roads are posted and to get permission to run,  if necessary.
